释义	法律分析：楼上出现火灾的，楼下的人员第一时间应该打救火电话，然后进行自救措施，如果不能控制火势的，第一时间应该逃离现场。法律依据：《中华人民共和国消防法》第四十四条任何人发现火灾都应当立即报警。任何单位、个人都应当无偿为报警提供便利，不得阻拦报警。严禁谎报火警。人员密集场所发生火灾，该场所的现场工作人员应当立即组织、引导在场人员疏散。任何单位发生火灾，必须立即组织力量扑救。邻近单位应当给予支援。消防队接到火警，必须立即赶赴火灾现场，救助遇险人员，排除险情，扑灭火灾。
