工商局调解无效可以委托律师向法院起诉，通过诉讼解决问题。
法律规定
依据《工商行政管理部门处理消费者投诉办法》第四条“工商行政管理部门在其职权范围内受理的消费者投诉属于民事争议的，实行调解制度”的规定，工商部门对消费者投诉实行调解制度，无权强制经营者必须予以解决。
《消费者权益保护法》第三十九条规定了五种发生争议的解决途径：一是与经营者协商和解；二是消费者协会或者依法成立的其他调解组织调解；三是向有关行政部门投诉；四是提请仲裁机构仲裁；五是向人民法院提起诉讼。所以，对于工商部门终止调解的消费纠纷，消费者可以选择仲裁机构仲裁或向人民法院提起诉讼。
一、消费者欺诈找什么部门
欺诈消费者可以找消费者协会、工商行政管理部门、人民法院等。消费者权益遭受侵害的解决途径分别有：首先与经营者协商和解；请求消费者协会或者依法成立的其他调解组织调解；向有关行政部门投诉；根据与经营者达成的仲裁协议提请仲裁机构仲裁；向人民法院提起诉讼。
二、消费者维权必须提交司法鉴定吗
消费者维权不是必须提交司法鉴定。只要有证据证明侵犯自身合法权益的事实即可。消费者和经营者发生消费者权益争议的，可以通过与经营者协商和解；请求消费者协会或者依法成立的其他调解组织调解；向有关行政部门投诉；根据与经营者达成的仲裁协议提请仲裁机构仲裁；向人民法院提起诉讼的途径解决。
