释义	法律分析: 在中国有权利拘留或者逮捕外籍涉嫌犯罪的人。法律依据: 《公安机关办理刑事案件程序规定》第三十五条对不享有外交特权和豁免权的外国人、无国籍人，依法应当刑事拘留的，由省、自治区、直辖市公安厅、局审批。执行拘留后，应当及时向当地外事办公室和有关的外国人主管部门通报情况，并报公安部备案，按有关规定，及时通知有关国家驻华使、领馆。
