释义	法律分析：最高限价其实就是俗称的“拦标价”，是指招标人在招标过程中向投标人公示的工程项目总价格的最高限制标准。有时是使用设计概算下浮百分点设定，有时是使用施工图预算上浮百分点设定，但多数是使用概算下浮。法律依据：《中华人民共和国招标投标法实施条例》第五十条招标项目设有标底的，招标人应当在开标时公布。标底只能作为评标的参考，不得以投标报价是否接近标底作为中标条件，也不得以投标报价超过标底上下浮动范围作为否决投标的条件。
