释义	土地利用总体规划是在一定区域内，根据国家经济社会可持续发展的要求和当地自然、经济、社会条件，对土地的开发、利用、治理、保护在空间上、时间上所作的总体安排和布局，是国家实行土地用途管制的基础。法律依据: 《中华人民共和国土地管理法》国家编制土地利用总体规划，规定土地用途，将土地分为农用地、建设用地和未利用地。严格限制农用地转为建设用地，控制建设用地总量，对耕地实行特殊保护。因此，使用土地的单位和个人必须严格按照土地利用总体规划确定的土地用途使用土地。
