释义	法律分析：一般情况下是不能退的。社保能取出来的只有养老保险的个人账户，而且只有这两种情况下能取出来：第一种：达到法定退休年龄，累计缴费不足15年。第二种：所辖参保职工、退休。法律依据：《中华人民共和国社会保险法》第十一条基本养老保险实行社会统筹与个人账户相结合。基本养老保险基金由用人单位和个人缴费以及政府补贴等组成。第十四条个人账户不得提前支取，记账利率不得低于银行定期存款利率，免征利息税。个人死亡的，个人账户余额可以继承。
