释义	法律分析：银行汇票的基本当事人为出票人、付款人、收款人。出票人为签发银行汇票的出票银行，付款人同样为签发银行汇票的出票人，收款人为票载收款人。虽然出票人、付款人皆为同一银行，但由于汇票属于委托付款证券，形式上的同一不能认定为实质上的同一，出票人与付款人在票据基本当事人的认定中不可或缺。法律依据：《支付结算办法》第五十三条银行汇票的代理付款人是代理本系统出票银行或跨系统签约银行审核支付汇票款项的银行。
