法律分析：图书发行公司不可以直接和印刷厂签合同。我国的出版规则是每本书要有书号，书号的申领单位是固定的，就是出版社。民营公司和个人不能申请。通过出版社上报，官方机构审核通过，获得一个CIP和一个条码，方可进行印刷。
法律依据：《图书出版管理规定》 第八条 图书由依法设立的图书出版单位出版。设立图书出版单位须经新闻出版总署批准，取得图书出版许可证。本规定所称图书出版单位，是指依照国家有关法规设立，经新闻出版总署批准并履行登记注册手续的图书出版法人实体。
