可以，未满16岁有身份证如果承运人同意在旅途中监护就可以独自坐高铁，可以携带身份证或者户口本去火车站进行购票处理，未成年人可以直接使用户口本进行买票、乘车，只能做汽车或者火车才可以独自坐，如果是飞机的话是不可以的，是需要成年人陪伴的。
【法律依据】：
《铁路旅客运输规程》第十九条 承运人一般不接受儿童单独旅行（乘火车通学的学生和承运人同意在旅途中监护的除外）。
