释义	法律分析: 征收农村集体土地留用地，简称留用地，是指本行政区域内，国家征收农村集体土地后，按实际征收土地面积的一定比例，作为征地安置另行安排给被征地农村集体经济组织用于发展生产的建设用地。留用地的使用权及其收益全部归该农村集体经济组织所有。法律依据: 《中华人民共和国土地管理法》第四十六条国家征收土地的，依照法定程序批准后，由县级以上地方人民政府予以公告并组织实施。被征收土地的所有权人、使用权人应当在公告规定期限内，持土地权属证书到当地人民政府土地行政主管部门办理征地补偿登记。
