释义	法律分析：不能，以退伍、转业之后档案转入武装部计算机系统的时间计算，转入后，保障卡即无效。法律依据：《中华人民共和国兵役法》第六十条义务兵退出现役，按照国家规定发给退役金，由安置地的县级以上地方人民政府接收，根据当地的实际情况，可以发给经济补助。义务兵退出现役，安置地的县级以上地方人民政府应当组织其免费参加职业教育、技能培训，经考试考核合格的，发给相应的学历证书、职业资格证书并推荐就业。退出现役义务兵就业享受国家扶持优惠政策。
