法律依据:
《运动员技术等级管理办法》
第三条 本办法所称运动员，是指参加总局颁布的各项目《运动员技术等级标准》（以下简称“等级标准”）中规定比赛的正式参赛人员。运动员符合等级标准可以申请等级称号。
第四条 等级称号分为：国际级运动健将、运动健将、一级运动员、二级运动员、三级运动员。
