释义	法律分析：司法机关的审查起诉卷宗保密，一般来说，法律不允许犯罪嫌疑人查看案卷材料，刑事卷宗是保密的。公检法等机关不会提供全部按案卷材料。在侦查阶段的时候律师不能在公安机关查阅材料，只有等移送到检察院的说时候才可以。律师虽然可以看到案卷，但不得向当事人公开案卷材料。法律依据：《中华人民共和国刑事诉讼法》第四十条辩护律师自人民检察院对案件审查起诉之日起，可以查阅、摘抄、复制本案的案卷材料。其他辩护人经人民法院、人民检察院许可，也可以查阅、摘抄、复制上述材料。
