释义	农村土地流转是在保留承包权的情况下将土地的经营权以转包、出租、互换等方式转给他人获得土地佣金的行为。农村土地流转应当签订书面的流转合同，流转期间不得改变土地的农业用途、不得超过承包期的剩余期限。【法律依据】《农村土地承包法》第三十六条承包方可以自主决定依法采取出租（转包）、入股或者其他方式向他人流转土地经营权，并向发包方备案。第四十条土地经营权流转，当事人双方应当签订书面流转合同。第四十六条经承包方书面同意，并向本集体经济组织备案，受让方可以再流转土地经营权。
