释义	如果私人经营者销售的化妆品分装，是化妆品生产企业或化妆品经营者在其生产许可范围内合法生产、分装的产品，则该化妆品分装即是合法的化妆品，私人经营者对其进行售卖的行为也就基本符合法律规定。分装就是，将产品的原材料以大桶装的形式通过海关检查，而后在国内完成装瓶，进入市场进行销售。此时该分装品价格就比较实惠，因为原材料大桶装进关所需关税比原瓶原装进关的关税要低很多，私自买卖分装化妆品的行为是违法的。
