法律分析：1、参保人携带本人有效证件(身份证、户口簿等)，至邻近的区县医保中心申请办理，区县医保中心当场予以办结；2、参保人也可以至邻近的街道(镇)医保事务服务点(以下简称服务点)申请代为办理，服务点将在3个工作日内办结；参保人应在规定时间内至该服务点领取代为办理的《医保卡》。3、参保人可以委托他人代为办理。被委托人在办理时需携带本人及参保人的有效证件；4、用人单位集中办理时，可凭单位介绍信及经办人本人有效证件至所属的区县医保中心办理，然后由用人单位将《医保卡》发给参保人。
法律依据：《中华人民共和国社会保险法》
第二条国家建立基本养老保险、基本医疗保险、工伤保险、失业保险、生育保险等社会保险制度，保障公民在年老、疾病、工伤、失业、生育等情况下依法从国家和社会获得物质帮助的权利。
第七十二条统筹地区设立社会保险经办机构。社会保险经办机构根据工作需要，经所在地的社会保险行政部门和机构编制管理机关批准，可以在本统筹地区设立分支机构和服务网点。社会保险经办机构的人员经费和经办社会保险发生的基本运行费用、管理费用，由同级财政按照国家规定予以保障。
第七十三条社会保险经办机构应当建立健全业务、财务、安全和风险管理制度。社会保险经办机构应当按时足额支付社会保险待遇。
