释义	您好！行为人以暴力、胁迫或者其他方法强制猥亵儿童的。由于儿童对性的辨别能力很差，法律并不要求行为人实施暴力、胁廹或者其他方法。不论儿童是否同意，也不论儿童是否进行了反抗，只要对儿童实施了猥亵的行为，就构成本罪，就应当立案侦查。猥亵儿童罪，依“五年以下有期徒刑或者拘役”从重处罚，聚众或在公共场所当众猥亵儿童的，应依“五年以上有期徒刑”从重处罚
