释义	法律分析：由于产品质量可能随着环境、时间等条件的变化而发生变化，理论上检测报告的结论只能反应检测时的质量特性。因此，检测报告上不会标注有效期。法律依据：《中华人民共和国工业产品生产许可证管理条例实施办法》第二十四条质检总局或者省级质量技术监督局应当自受理企业申请之日起60日内作出是否准予生产许可决定。作出准予生产许可决定的，质检总局或者省级质量技术监督局应当自决定之日起10日内颁发生产许可证证书；作出不予生产许可决定的，应当书面告知企业，并说明理由。
