党员不可以同时担任2个或多个党支部的书记，只能在自己组织关系所在的党支部任职。党支部书记、副书记一般由党支部委员会会议选举产生，不设委员会的党支部书记、副书记由党支部党员大会选举产生。
法律客观：
《中国共产党支部工作条例（试行）》第二十条 有正式党员7人以上的党支部，应当设立党支部委员会。党支部委员会由3至5人组成，一般不超过7人。 党支部委员会设书记和组织委员、宣传委员、纪检委员等，必要时可以设1名副书记。 正式党员不足7人的党支部，设1名书记，必要时可以设1名副书记。
