释义	法律分析：城管有权扣车，但准确的用语不该叫“扣”；根据《中华人民共和国行政处罚法》第三十七条规定：行政执法机关在案件调查期间可以进行“证据先行登记保存”。所以城管也可以“扣”车，一般人可能认为这也是“扣”，其实性质是不同的，而且只能保存7天。法律依据：《中华人民共和国行政处罚法》第三十七条行政机关在调查或者进行检查时，执法人员不得少于两人，并应当向当事人或者有关人员出示证件。当事人或者有关人员应当如实回答询问，并协助调查或者检查，不得阻挠。询问或者检查应当制作笔录。
