指已经进行过兵役登记，但尚未被征兵办确定为预征对象。
法律依据：
《中华人民共和国征兵工作条例》 第十二条 机关、团体、企业事业单位和乡、民族乡、镇的人民政府以及街道办事处，应当根据县、市兵役机关的安排，负责组织本单位和本地区的适龄男性公民进行兵役登记，填写《兵役登记表》，依法确定应服兵役、免服兵役和不得服兵役的人员，并报县、市兵役机关批准。经兵役登记和初步审查合格的，称应征公民。
