释义	法律分析：规定施工总承包资质企业在单独承包专业工程时除了具备施工总承包企业资质外还需要具备专业承包资质，施工总承包企业投标或承包其他企业依法分包或者建设单位依法单独发包的专业工程，须具备相应的专业承包类别资质。但是对施工总承包企业或专业承包企业在单独承包劳务时是否需要必须具备劳务分包资质没有明确的规定。法律依据：《建筑业企业资质管理规定》第五条规定了建筑业企业资质分为三个序列:施工总承包资质、专业承包资质和劳务分包资质，承包相应的工作应具备相应序列的资质。
