释义	法律分析：工程质量不合格是根据国际标准化组织和我国有关质量、质量管理和质量保证标准的定义，凡工程产品质量没有满足某个规定的要求，就称之为质量不合格。法律依据：《建设工程质量管理条例》第三十二条施工单位对施工中出现质量问题的建设工程或者竣工验收不合格的建设工程。第三十三条施工单位应当建立、健全教育培训制度，加强对职工的教育培训；未经教育培训或者考核不合格的人员，不得上岗作业。
