释义	法律分析：在不知情的情况下，发生交通事故是是不能认定为肇事逃逸的。交通肇事逃逸是指在交通事故发生后，当事人明知自己发生了交通事故，为逃避事故责任，故意逃离事故现场，不向公安机关报案的一种违法行为。法律依据：《中华人民共和国道路交通安全法实施条例》第九十二条发生交通事故后当事人逃逸的，逃逸的当事人承担全部责任。但是，有证据证明对方当事人也有过错的，可以减轻责任。当事人故意破坏、伪造现场、毁灭证据的，承担全部责任。
