释义	法律分析: 公司高管等发生变化，但未涉及营业执照登记事项时，公司向登记机关进行备案登记。法律依据: 《中华人民共和国公司登记管理条例》第三十六条公司章程修改未涉及登记事项的，公司应当将修改后的公司章程或者公司章程修正案送原公司登记机关备案。第三十七条公司董事、监事、经理发生变动的，应当向原公司登记机关备案。公司变更法人应向工商机关申请变更登记，而不是备案登记，申请变更登记时需要提供修改后的章程或提供章程修正案。
