网签合同是买卖合同吗？

法律分析：
房屋买卖合同并不是网签合同。房屋买卖合同和网签合同的内容和目的都是存在差异的。网签合同只是开发商在买房人签订预售合同后到政府房屋管理部门进行的备案，是对房屋预售行为权利义务的规定。而房屋买卖合同是关于房屋买卖双方权利义务的具体规定。
法律依据：
《城市房地产开发经营管理条例》 第二十七条 房地产开发企业应当自商品房预售合同签订之日起30日内，到商品房所在地的县级以上人民政府房地产开发主管部门和负责土地管理工作的部门备案。如今购房合同都是实行网上备案。
