释义	法律分析：公立医院上交，医院能支配多少都是政府部门决定的。虽然医院是由卫健委监督管理的,貌似是政府管控为主。法律依据：《中华人民共和国劳动合同法》第九十条劳动者违反本法解除劳动合同，或者违反劳动合同约定的保密义务或者竞业限制，给用人单位造成损失的，应当承担赔偿责任(目前广东省的内部仲裁规定，员工不辞而别造成损失，用人单位必须承担举证责任)。故对不辞而别的员工，用人单位有权追究其法律责任，但前提是要有员工千万损失的证据(个人觉得比较难)。
