退休人员领独生子女费需要哪些手续？一、独生子女费办理程序(一)市区1996年1月1日至2007年12月31日期间持证退休人员一次性奖励金的申领程序：1、 申请。持证退休人员未享受或未足额享受加发5%养老金的，可以向户籍所在地的街道(镇)人口计生机构提出书面申请。填写《常州市持<独生子女父母光荣证>企业退休人员一次性奖励金申领表》，提交申请人的《户口簿》、《居民身份证》、《职工退休养老证》、《独生子女父母光荣证》或《独生子女证》等材料的原件及复印件。持证退休人员的户籍所在地与领取养老金的社保经办机构不在同一地区的，到市人口计生部门设在计划生育流动人口管理站(常州市健身路27号)的窗口办理相关申报手续。持证退休人员已死亡的，由其配偶或子女等法定继承人凭本人《居民身份证》、《结婚证》或直系亲属证明、持证退休人员的死亡证明及上述相关材料到市人口计生部门设在计划生育流动人口管理站(常州市健身路27号)的窗口办理相关申报手续。二、独生子女父母奖励费办理流程1、将《独生子女父母光荣证》复印一份，并在《光荣证》复印件上注明本人工号、所在单位、联系电话。2、将《光荣证》复印件交到人事处薪酬管理办公室。3、每月20日前交《光荣证》复印件的老师，在其下月6号工资中的“独生费”栏目发放该月独生子女费30元;独生子女费补发部分放在工资中的“补贴3”栏目中。4、每月20日后交《光荣证》复印件的老师，独生子女费(及补发)在其隔月6号工资中发放。5、独生子女费发放期限：从发放《光荣证》之月起，至小孩16周岁止。这样解释好理解吗？
