释义	法律分析：派出所不能随便传召公民。公安机关对违反管理的人，需要传唤的,使用传唤证。对于当场发现的违反治安管理的人，可以口头传唤。对无正当理由不接受传唤或者逃避传唤的，公安机关可以强制传唤。但公安机关一般情况下是不可以随意传唤公民的。法律依据：《公安机关办理行政案件程序规定》第六十七条需要传唤违法嫌疑人接受调查的，经公安派出所、县级以上公安机关办案部门或者出入境边防检查机关负责人批准，使用传唤证传唤。
