处分过重不服向谁申诉？

法律分析：
受到处分的行政机关公务员对处分决定不服的，可以申请复核或者申诉。向原处理机关申请复核，向同级公务员主管部门申诉，向作出该处分的机关的上一级机关申诉，向有管辖权的监察机关申诉。
法律依据：
《行政机关公务员处分条例》 第四十八条 受到处分的行政机关公务员对处分决定不服的，依照《中华人民共和国公务员法》和《中华人民共和国行政监察法》的有关规定，可以申请复核或者申诉。复核、申诉期间不停止处分的执行。行政机关公务员不因提出复核、申诉而被加重处分。
