释义	法律分析：约谈就是问责。约谈指的是颇具中国特色的一种制度。指拥有具体行政职权的机关，通过约谈沟通、学习政策法规、分析讲评等方式，对下级组织运行中存在的问题予以纠正并规范的准具体行政行为。问责是追究政府官员的责任，意即权责对等，是政治文明的体现，要建立责任政府，需要建立完善的行政问责制。法律依据：《领导干部约谈制度》第二条本办法所称“约谈”是指纪检监察机关针对领导干部在党风廉政建设方面存在的问题和群众反映的问题，采取正式谈话的方式予以调查核实或者进行警示提醒并督促纠正的一种监督措施。
