释义	法律分析：防汛指挥部是由防汛抗旱总指挥部负责。主要保证人员的安全和社会的安全，是我们国家和社会老百姓离不开的一个基层组织。根据新一轮机构改革的设计，防汛抗旱指挥部已从水利部门改到了刚成立的应急管理部门，防汛的职责也相应转移到应急管理部门；但水利工程设施管护、江河湖泊管理仍归水利部门。法律依据：《中华人民共和国防汛条例》第四条防汛工作实行各级人民政府行政首长负责制，实行统一指挥，分级分部门负责。各有关部门实行防汛岗位责任制。
