释义	1、退耕还林的树木不可以砍伐。2、根据法律规定，任何单位与个人都有权对破坏退耕还林的行为进行检举、控告。3、有关人民政府及其部门在接到检举、控告后，应当及时处理。法律依据《退耕还林条例》第十三条退耕还林应当统筹规划。退耕还林总体规划由国务院林业行政主管部门编制，经国务院西部开发工作机构协调、国务院发展计划部门审核后，报国务院批准实施。省、自治区、直辖市人民政府林业行政主管部门根据退耕还林总体规划会同有关部门编制本行政区域的退耕还林规划，经本级人民政府批准，报国务院有关部门备案。
