释义	法律分析: 出生证明严禁过塑的原因是出生证明上有许多防伪鉴定的标记，如果塑封的话，公安机关无法进行鉴定，如果强行揭掉过塑膜，整个证件很容易损坏，导致不能进行真伪鉴别。简单来说就塑封的出生证明是无效的，当然出生证明也不能进行涂改和折叠。法律依据: 《中华人民共和国户口登记条例》第七条婴儿出生后一个月以内，由户主、亲属、抚养人或者邻居向婴儿常住地户口登记机关申报出生登记。弃婴，由收养人或者育婴机关向户口登记机关申报出生登记。
