释义	退耕还林就是从保护和改善生态环境出发，将易造成水土流失的坡耕地有计划，有步骤地停止耕种，按照适地适树的原则，因地制宜地植树造林，恢复森林植被。退耕还林工程建设包括两个方面的内容：一是坡耕地退耕还林；二是宜林荒山荒地造林。国家实行退耕还林资金和粮食补贴制度，国家按照核定的退耕地还林面积，在一定期限内无偿向退耕还林者提供适当的补助粮食、种苗造林费和现金（生活费）补助。黄河流域以及北方地区，每亩退耕地每年补助原粮100公斤、现金20元，还生态林的至少补助8年，还经济林的补助5年，还草的补助2年。每亩退耕地和宜林荒山荒地补助种苗造林费50元。【本文关联的相关法律依据】《退耕还林条例》第十三条退耕还林应当统筹规划。退耕还林总体规划由国务院林业行政主管部门编制，经国务院西部开发工作机构协调、国务院发展计划部门审核后，报国务院批准实施。省、自治区、直辖市人民政府林业行政主管部门根据退耕还林总体规划会同有关部门编制本行政区域的退耕还林规划，经本级人民政府批准，报国务院有关部门备案。
