法律分析：可以，需要代办人的身份证和护照。可以退税的条件：1、工作疏忽造成技术性差错而造成多缴或误缴税款；2、征收过程中形成的汇算清缴退税、结算退税、减免退税及调整政策和调整税率退税；3、扣缴义务人依法履行代扣、代收税款义务，税版务机关按照规定权应给付扣缴义务人的代扣、代收手续费；4、其他情况。税收的计算依据：1、从量税。从量税是指以课税对象的数量（重量、面积、件数）为依据，按固定税额计征的一类税。从量税实行定额税率，具有计算简便等优点。如我国现行的资源税、车船使用税和土地使用税等；2、从价税。从价税是指以课税对象的价格为依据，按一定比例计征的一类税。从价税实行比例税率和累进税率，税收负担比较合理。如我国现行的增值税、营业税、关税和各种所得税等税种。
法律依据：《国家税务总局关于发布〈税收减免管理办法〉的公告》 第六条 纳税人依法可以享受减免税待遇，但是未享受而多缴税款的，纳税人可以在税收征管法规定的期限内申请减免税，要求退还多缴的税款。
