释义	法律主观：节约用水实行计划用水和定额管理，执行居民阶梯式水价和非居民超计划用水加价制度。供水行政主管部门应当按照国家或者省颁布的用水定额标准，对达到一定用水量标准的非居民用户(以下简称计划用水户)，核定年度和月度用水计划指标，并按月进行考核。计划用水户应当与供水行政主管部门签订计划用水协议;具备条件的，实行银行无承付托收。计划用水户实际用水量超出用水计划指标的，应当缴纳超计划用水加价水费。超计划用水加价水费由供水管理机构负责征收，逾期不缴纳的，按日加收滞纳部分千分之五的滞纳金。
