释义	法律分析：没有区别。登记备案是立项的一种形式。法律依据：《国务院关于投资体制改革的决定》 (三) 健全备案制。对于《目录》以外的企业投资项目，实行备案制，除国家另有规定外，由企业按照属地原则向地方政府投资主管部门备案。备案制的具体实施办法由省级人民政府自行制定。国务院投资主管部门要对备案工作加强指导和监督，防止以备案的名义变相审批。
