释义	法律分析：国家机关不得作保证人是国家机关应当遵守的一项原则。但是有关部门接受国务院委托以国家的名义接受外国政府和国际经济组织贷款进行转贷时，需要国家机关以保证人的身份提供保证。法律依据：《中华人民共和国民法典》第六百八十六条保证的方式包括一般保证和连带责任保证。当事人在保证合同中对保证方式没有约定或者约定不明确的，按照一般保证承担保证责任。
