释义	法律分析：派出所不可以随便拘留人。法律依据：《公安机关办理刑事案件程序规定》第一百二十一条拘留犯罪嫌疑人，应当填写呈请拘留报告书，经县级以上公安机关负责人批准，制作拘留证。执行拘留时，必须出示拘留证，并责令被拘留人在拘留证上签名、捺指印，拒绝签名、捺指印的，侦查人员应当注明。紧急情况下，对于符合本规定第一百二十条所列情形之一的，应当将犯罪嫌疑人带至公安机关后立即审查，办理法律手续。
