释义	法律分析：用人单位应该发放工资记录的凭证的，必须书面记录支付劳动者工资的数额、时间、领取者的姓名以及签字，并保存两年以上备查。用人单位在支付工资时应向劳动者提供一份其个人的工资清单，工资条是员工维权的重要凭证，所以不发放的话，可能会对员工正常维权带来困难。法律依据：《中华人民共和国劳动合同法》第三十条用人单位应当按照劳动合同约定和国家规定，向劳动者及时足额支付劳动报酬。用人单位拖欠或者未足额支付劳动报酬的，劳动者可以依法向当地人民法院申请支付令，人民法院应当依法发出支付令。
