法律分析：劳动法规定的企业招工的最小年龄是16岁，但未满18岁的，招用后需到劳动局备案，建议不要招录18岁以下的。因为18岁以下的属于未成年人，可以适用未成年人的特殊保护
法律依据：《禁止使用童工规定》 第二条 国家机关、社会团体、企业事业单位、民办非企业单位或者个体工商户(以下统称用人单位)均不得招用不满16周岁的未成年人(招用不满16周岁的未成年人，以下统称使用童工)。禁止任何单位或者个人为不满16周岁的未成年人介绍就业。禁止不满16周岁的未成年人开业从事个体经营活动。
