释义	法律分析：简单来说，公安机关，税务局等国家公职机关是机关法人。行政单位是国家机关，是法定的行政主体，而事业单位则是国家基于公共目的成立的公共事业组织，除过法律授权的事业单位，均不是行政主体。法律依据：《中华人民共和国民法典》第九十七条有独立经费的机关和承担行政职能的法定机构从成立之日起，具有机关法人资格，可以从事为履行职能所需要的民事活动。第九十八条机关法人被撤销的，法人终止，其民事权利和义务由继任的机关法人享有和承担；没有继任的机关法人的，由作出撤销决定的机关法人享有和承担。
