释义	法律分析：内地驾照去境外，一般要再办一个驾照翻译公证书。但香港驾照是中英对照，不存在翻译问题，所以能在香港之外的澳门、台湾、英联邦52国家直接使用。还可以通过简易手续换领法国、迪拜、澳大利亚和新西兰正式驾照。法律依据：《中华人民共和国宪法》第三十一条国家在必要时得设立特别行政区。在特别行政区内实行的制度按照具体情况由全国人民代表大会以法律规定。
