释义	法律分析：承诺,在商务尤其是国际商务中又称接盘,是指受要约人同意要约的意思表示。承诺应当在要约确定的期限内到达要约人。承诺应与要约的内容一致。凡受要约人对要约的内容作了实质性的变更或修改的,都不构成承诺,而只是一个新的要约。法律依据：《中华人民共和国民法典》第四百七十九条承诺是受要约人同意要约的意思表示。承诺应当以通知的方式作出，但根据交易习惯或者要约表明可以通过行为作出承诺的除外。
