释义	一般情况下是不可以的。但如果业主手中只有开发商的回迁协议没有房产证，在做二手房交易时是不能在房地产交易中心做过户和改名的。此时进行交易，购房协议并没有得到房管局的认可，属于私下交易，是不合法的行为。法律依据：《中华人民共和国民法典》第二百一十四条规定，不动产物权的设立、变更、转让和消灭，依照法律规定应当登记的，自记载于不动产登记簿时发生效力。
