释义	法律分析：知识产权海关保护也叫知识产权的边境保护，1994年9月，我国开始对知识产权实施边境保护，目前，我国海关已经建立起一套包括报关单证审核、进出口货物检验、对侵权货物的扣留和调查、对违法进出口人进行处罚以及对侵权货物进行处置等环节在内的完善的知识产权执法制度。法律依据：《知识产权海关保护条例》第二条本条例所称知识产权海关保护，是指海关对与进出口货物有关并受中华人民共和国法律、行政法规保护的商标专用权、著作权和与著作权有关的权利、专利权（以下统称知识产权）实施的保护。
