释义	法律分析：对于中华人民共和国缔结或者参加的国际条约所规定的罪行，中华人民共和国在所承担条约义务的范围内行使刑事管辖权的，适用本法。凡是我国缔结或者参加的国际条约中规定的罪行，不论罪犯是中国人还是外国人，也不论其罪行是发生在我国领域内还是领域外。法律依据：《中华人民共和国刑法》第九条对于中华人民共和国缔结或者参加的国际条约所规定的罪行，中华人民共和国在所承担条约义务的范围内行使刑事管辖权的，适用本法。
