释义	法律分析： 1978-1984年主要是普及联产承包责任制。改革的起点是从否定一大二公的公社体制开始，把低效率的集体公有、统一经营、统一生产、统购统销体制，改革为以家庭为单位的联产承包责任制，即以家庭为市场经营主体，实行上交国家的、留足集体的、剩下都是自己的体制，从根本上解决了农业生产中的激励与监督问题。法律依据：《中华人民共和国土地改革法》第一条废除地主阶级封建剥削的土地所有制，实行农民的土地所有制，借以解放农村生产力，发展农业生产，为新中国的工业化开辟道路。
