释义	房屋租赁备案证不是一年一办，房屋租赁，出租人和承租人应当签订书面租赁合同，并向房产管理部门登记备案，房屋租赁备案证有效期为两年。租赁期限不得超过二十年。超过二十年的，超过部分无效。法律依据：《商品房屋租赁管理办法》第十四条房屋租赁合同订立后三十日内，房屋租赁当事人应当到租赁房屋所在地直辖市、市、县人民政府建设（房地产）主管部门办理房屋租赁登记备案。房屋租赁当事人可以书面委托他人办理租赁登记备案。
